    <Abstract>As one of the longest, most complex and influential geopolitical conflicts in the ancient world, the relations between Iran and Ancient Rome continued for more than seven centuries (from 92 BC to 628 AD) and turned the Mesopotamian region into a permanent arena for competition, war and diplomacy. This research aims to analyze the political, military and diplomatic dimensions of the relations between the two empires and to explain the impact of these relations on the political, economic, cultural and demographic developments in Mesopotamia. The main research question is how the rivalry between Iran and Rome, despite its many losses, led to a &quot;sustainable bipolar system&quot; in the region, and what long-term consequences did it have on the urban structure, population composition, trade networks, and cultural identity of Mesopotamia? The research method is based on an analytical historical approach using primary sources (Greek, Roman, Armenian, and Syriac historians) and secondary sources (contemporary research until 2026). The findings show that Iranian-Roman relations can be divided into four periods: (1) the period of the formation of rivalry (92 BC - 117 AD) with the military dominance of Rome, (2) the period of border stabilization and active diplomacy (117 - 363 AD) with the establishment of buffer states (Armenia, Cordua, Lakhmians, Ghassanids), (3) the period of wars of attrition (363 - 502 AD) with the shift of the balance in favor of the Sasanians, and (4) the period of the final great wars (502 - 628 AD) that led to the erosion of both empires. Mesopotamia, as the main focus of the conflicts, witnessed the repeated destruction and reconstruction of cities such as Nusaybin, Harran, Raqqa, and Antioch, extensive population changes (forced migration, captivity, asylum), and changes in trade networks (Silk Road and southern routes). Using tools such as tribute payments, hostage exchanges between princes, political marriages, and long-term peace treaties, Iranian-Roman diplomacy gradually created a “regional order based on mutual survival” that, although fraught with tension, prevented complete unilateral collapse. The results of the study emphasize that Iranian-Roman rivalry, rather than being merely destructive, acted as a driving force for military (advancement of war tools), diplomatic (formation of the first international legal systems in the East), and even cultural (translation of Greek philosophical and medical texts into Syriac and Pahlavi) developments in Mesopotamia, and paved the way for subsequent developments in the Islamic world.</Abstract>
    <OtherAbstract Language="FA">روابط ایران و روم باستان به عنوان یکی از طولانی‌ترین، پیچیده‌ترین و تأثیرگذارترین منازعات ژئوپلیتیکی جهان باستان، بیش از هفت قرن (از ۹۲ پیش از میلاد تا ۶۲۸ میلادی) ادامه یافت و منطقه بین‌النهرین را به عرصه‌ای دائمی برای رقابت، جنگ و دیپلماسی تبدیل کرد. این پژوهش با هدف تحلیل ابعاد سیاسی، نظامی و دیپلماتیک مناسبات دو امپراتوری و تبیین تأثیر این روابط بر تحولات سیاسی، اقتصادی، فرهنگی و جمعیتی بین‌النهرین انجام شده است. سوال اصلی پژوهش این است که چگونه رقابت ایران و روم با وجود خسارات فراوان، به یک «نظام دو ‌قطبی پایدار» در منطقه منجر شد و چه پیامدهای بلند مدتی بر ساختار شهری، ترکیب جمعیتی، شبکه‌های تجاری و هویت فرهنگی بین‌النهرین بر جای گذاشت؟ روش پژوهش مبتنی بر رویکرد تاریخی  تحلیلی با استفاده از منابع دست اول (تاریخ‌نگاران یونانی، رومی، ارمنی و سریانی) و منابع دست دوم (پژوهش‌های معاصر تا سال ۲۰۲۶) است. یافته‌ها نشان می‌دهد که روابط ایران و روم در چهار دوره قابل تقسیم است: (۱) دوره شکل‌گیری رقابت (۹۲ ق.م – ۱۱۷ م) با غلبه نظامی روم، (۲) دوره تثبیت مرزها و دیپلماسی فعال (۱۱۷ – ۳۶۳ م) با تأسیس دولت‌های حایل (آرمینیا، کردوئنه، لخمیان، غسانیان)، (۳) دوره جنگ‌های فرسایشی (۳۶۳ – ۵۰۲ م) با تغییر توازن به نفع ساسانیان، و (۴) دوره جنگ‌های بزرگ پایانی (۵۰۲ – ۶۲۸ م) که منجر به فرسایش هر دو امپراتوری شد. بین‌النهرین به ‌عنوان کانون اصلی درگیری‌ها، شاهد تخریب و بازسازی مکرر شهرهایی مانند نصیبین، حران، رقه و انطاکیه، تغییرات گسترده جمعیتی (کوچ اجباری، اسارت، پناهندگی)، و تحول در شبکه‌های تجاری (جاده ابریشم و مسیرهای جنوبی) بود. دیپلماسی ایران و روم با استفاده از ابزارهایی چون پرداخت خراج، تبادل گروگان‌های شاهزادگان، ازدواج‌های سیاسی، و قراردادهای صلح طولانی‌مدت، بتدریج یک «نظم منطقه‌ای مبتنی بر بقای متقابل» ایجاد کرد که هرچند آکنده از تنش بود، اما از فروپاشی کامل یک‌طرفه جلوگیری نمود. نتایج پژوهش بر این امر تأکید دارد که رقابت ایران و روم، به ‌جای اینکه صرفاً ویرانگر باشد، به ‌عنوان موتور محرکی برای تحولات نظامی (پیشرفت ابزارهای جنگی)، دیپلماتیک (شکل‌گیری نخستین نظام‌های حقوقی بین‌المللی در شرق) و حتی فرهنگی (ترجمه متون فلسفی و پزشکی یونانی به سریانی و پهلوی) در بین‌النهرین عمل نمود و زمینه‌ساز تحولات بعدی در جهان اسلام گردید.</OtherAbstract>
